Why a uniform shirt will not stay put
It is not the tuck. Everything a shift asks of you pulls the shirt tail up, and a waistband on its own has nothing to push back with.

Does it actually fit under a duty belt?
That is what it was built around. The rubber belt sits flat just below your trouser waistband, so the trouser belt and the duty belt both go on over the top of it. The weight pressing down is a help rather than a problem — it holds the rubber against the shirt.
Will it hold through a foot pursuit or going hands-on?
It grips the shirt around the whole waist rather than pulling it down from two points, so there is nothing to unclip or snap. And because nothing runs to your legs, your stride and your ability to kneel or climb are exactly what they were without it.
Does it work with an external vest carrier?
Yes. The carrier sits above it and the Shirt Tucker holds the tail below it, which is the section that normally escapes. Officers wearing an outer carrier tend to notice the difference fastest.
Which colour for a navy or black uniform?
